1) Standard hook must satisfy minimum horizontal length (Ldh) , minimum vertical length (Lext) and bent diameter . (three basic requirements must be satisfied )
2) Ldh can not be reduced by As,req/As,prov so full Ldh must be developed inside the support ( you may increase beam width or column to develop this length !!)
3) Its not acceptable by ACI to take development length as a total length of hook ( I agree totally to satisfy good mechanism to transfer all stresses ) but this is acceptable by many codes .
