Some engineers in the practice are releasing the moment at end of the beam in case of not satisfying development length

Some engineers in the practice are releasing the moment at end of the beam in case of not satisfying development length ! Do you agree ?

As per ACI code , for similar cases , you have to satisfy minimum development length (standard hook , mechanical anchorage , reducing bars dia … etc ) and releasing the end moment will not cancel this requirement .

some engineers will suggest increase As,prov to reduce the required development length ! But this is not permitted by ACI318-19 for standard hook or non continuous end that require to develop fy .

Also take care , as per ACI code you shall satisfy minimum Ldh (length of horizontal portion of standard hook ) so most likely you can not do that for 20 cm column width because the width is not enough to satisfy Ldh
